HOW TO REGISTER FOR NOGIC JQS WITH NCDMB
NIGERIAN LOCAL CONTENT REGISTRATION
The Nigeria local content registration is supervised and administered by the federal government through the NCDMB. The Nigerian Content Development and Monitoring Board (NCDMB) is a federal government agency that was established by the virtue of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act, which came into effect on the 22nd of April, 2010. The NCDMB is empowered to supervise and administer the local content in the Nigerian oil and gas industry.
WHAT IS NOGIC JQS?
The Nigerian Oil and Gas Industry Content Joint Qualification System (NOGIC JQS) is an electronic platform for data consolidation on all major activities in the Nigerian oil and gas Industry.
The NOGIC JQS was created in line with section 55 of the Nigerian Oil and Gas Industry Content Development Act (“NOGICDA”), which states that the Board shall establish, maintain and operate a joint qualification system (JQS) in consultation with industry stakeholders, which shall be administered in accordance with provisions set out in the regulations to be made by the Minister in accordance with the provisions of this Act.
The Nigerian Content Development and Monitoring Board (NCDMB) manages the NOGIC JQS.
STEPS ON HOW TO REGISTER WITH NCDMB
There are three different categories provided for on how to register with NCDMB, which are for
- INDIVIDUALS
- SERVICE COMPANIES
- FOR OPERATORS;
REQUIREMENTS AND STEPS TO REGISTER AS SERVICE COMPANIES & OPERATORS
The requirements to register as services companies and operators are similar. Currently, it commences by sending an email to the organization requesting registration, which shall be accompanied with documents that include the followings:
- CAC information (CAC certificate, Form CO2 and CO7)
- DPR Registration Certificate
- Name of company
- Joint Venture agreement, where applicable
- Default Company email address for system administrator account
NCDMB administrator creates the service company profile and email notification would be sent to the default email address containing the login information.
After Successful creation of user account as a service company on the NOGIC JQS Platform, the company must update it with the company profile information. This will ensure that the company profile information is available to NCDMB for a full evaluation and proper considerations for opportunities in the Oil and Gas Industry.
The important information that must be provided during the updating of company profile at the NOGIC JQS platform include the followings:

- Quality Assurance
- Services details
- Subsidiary/Affiliate
- Equipment
- Capacity
- Facilities
- OEM
- Raw Material Capacity
CONCLUSION
The essence of NOGICDA is to create the framework for the growth of Nigerian content in respect of all operations and transactions in Nigeria’s oil and gas sector. The Act provides for the development of Nigerian content in the Nigerian oil and gas industry, Nigerian content plan, supervision, coordination, monitoring and implementation of Nigerian content for all related matters.
According to the Act, local content is the quantum of composite value added to or created in the Nigerian economy by a systematic development of capacity and capabilities through the deliberate utilization of Nigerian human, material resources and services in the Nigerian oil and gas industry.
The Nigerian Content Development and Monitoring Board (NCDMB) manages the Nigerian Oil and Gas Industry Content Joint Qualification System (NOGIC JQS).
The NOGIC JQS can be registered for individuals, oil and gas servicing companies and operators.
